General Checklist for Individual Security

•  Travel with a buddy when off post (IAW USFK Buddy Policy)
• Learn about the area, culture, local customs, history of criminal activity and laws.
• Be polite and low key.  Avoid loud conversations and arguments.
• Become familiar with the environment.  You must know what is normal to be able to detect what is unusual.
• Dress and behave conservatively.  Avoid styles that don't fit in the local area and typically American items like western boots and hats, or baseball caps - try to blend in.  Stay clear of the fence line and gates near demonstrations.
• Don't wear clothing with slogans or symbols that may be offensive.  Remember, different cultures have different values and beliefs.  When in doubt, be conservative.
• Stay away from known trouble spots, demonstrations, and polical rallies.
• Avoid secluded areas, poorly lit streets and narrow alleys.
• Excessive consumption of alcohol is often the first step to becoming the victim of a crime or serious accident.  It lowers your awareness, rational decision-making process, and physical coordination.  Criminals may target intoxicated people because of these reasons.  Most importantly, many victims simply lose their ability to perceive and appreciate potential dangers.  If you drink, do so in moderation, especially when away from your residence.  Staying sober may help you stay healthy and alive.

• Focus on behaviors that just don't seem to fit within norms
• Persons in the workplace or neighborhood who don't fit because of demeanor, self imposed seclusion, or anti-social behavior
• Presence of training manuals and anti-U.S. propaganda literature

• L - Loose and bulky clothing not compatible with weather conditions

• R - Rigid mid-section - caused by explosives belt or harness

Travel Advisory to Germany
The Department of State alerts U.S. citizens that Al Qaeda has threatened it will conduct terrorist attacks in Germany immediately prior to and following the federal elections on September 27. This Travel Alert expires on November 11, 2009.

Al Qaeda recently released a video specifically warning Germany of attacks. German authorities are taking the threat seriously and have taken measures to enhance the level of security throughout the country.

The Department of State urges U.S. citizens to maintain good security practices at all times, and to maintain a heightened situational awareness and a low profile. Americans are advised to monitor news reports and consider the level of security present when visiting public places or choosing hotels, restaurants, and entertainment and recreation venues.

We encourage U.S. citizens to read the Department of State's current Worldwide Caution. It provides additional information on potential threats to U.S. citizens overseas, along with advice on how to reduce your vulnerability to such threats. No travel to Honduras until further notice

 Exiled President Zelaya remains at the Brazilian Embassy in Tegucigalpa.
De Facto President Micheletti has extended the imposed curfew to 221800 EDT. USEMB Honduras will be closed 22 SEP as a result.
De Facto President Micheletti also released a statement ceasing all international air traffic into or out of Honduras.
The De Facto government has requested that the Brazilian Embassy turn Zelaya over to authorities to be arrested.
In accordance with SOUTHCOM and MILGRP Honduras instructions, all travel to Honduras is postponed until further notice.

 *Terrorist Force Protection Condition (FPCON)
A Chairman of the Joint Chiefs of Staff-approved program standardizes the military services' identification of and recommended responses to terrorist threats against U.S. personnel and facilities. This program facilitates interservice coordination and support for antiterrorism activities and is called FPCONs.

The Department of Defense decided the name change was necessary. following the investigation into the attack on the USS Cole, DOD officials determined there was possible confusion between "THREATCONs," which are DOD force preparedness states, and the Department of State's "Threat Levels," which are assessment categories for countries and regions. To eliminate this confusion, DOD has renamed security postures as "Force Protection Conditions,"

There are four FPCONs above normal:

FPCON ALPHA
This condition applies when there is a general threat of possible terrorist activity against personnel and facilities, the nature and extent of which are unpredictable, and circumstances do not justify full implementation of FPCON BRAVO measures. However, it may be necessary to implement certain measures from higher THREATCONS resulting from intelligence received or as a deterrent. The measures in this THREATCON must be capable of being maintained indefinitely.

FPCON BRAVO
This condition applies when an increased and more predictable threat of terrorist activity exists. The measures in this THREATCON must be capable of being maintained for weeks without causing undue hardship, affecting operational capability, and aggravating relations with local authorities.

FPCON CHARLIE
This condition applies when an incident occurs or intelligence received indicating some form of terrorist action against personnel and facilities is imminent. Implementation of measures in this THREATCON for more than a short period probably will create hardship and affect the peacetime activities of the unit and its personnel.

FPCON DELTA
This condition applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is likely. Normally, this THREATCON is declared as a localized condition. See also anti-terrorism.
